I prefer starting from scratch. If taking over from another PM you have to complete a full health check to find anything going wrong and fix but also ensure nothing has been missed. Just need to be careful on the forecast - if you are aware of a big change in forecast you may not want to wait for the forecast update to advise the relevant people

This assumes tehre is an element of choice - i.e it doesn't have to go in on a certain date. Think about quiet days - so any impact is reduced. Also dependencies - are future tasks dependent ?
I've used Niku in the past and much preferred this to Project - much more predictable in behaviour
