      Personally, I prefer starting from scratch. But generally I don’t have a choice on that and it’s more the result of where we’re at with the project (e.g. early stage, already started, etc.)

      You should know that 90% of the time I get a handover from another PM I have to fix something, which generally translates into more time, extra work and sometimes even re-process or re-work. Hence, me preferring to start projects from scratch where possible.

      I prefer starting from scratch. If taking over from another PM you have to complete a full health check to find anything going wrong and fix but also ensure nothing has been missed. Also need to understand why you are taking over ( i.e did anything go wrong etc , is any rework required ?) . This equates to more time and potentially cost and a possible slow down in delivery or complete stop during assessment.

      Prefer starting a project from scratch. In this way, you would know the business requirements and version of changes. So your knowledge base for the project is worth the effort.
